Freeze your beef sirloin for 10-15 minutes until it's very cold but still cuttable. This makes slicing easier.

While the beef chills, mince your garlic and combine it in a small bowl with soy sauce, mirin, sesame oil, ginger, and brown sugar. Stir well until the sugar dissolves.

Slice the cold beef against the grain into thin strips, about 1/4-inch thick.

Place your beef strips in a shallow dish or zip-top bag and pour the marinade over them. Toss to coat evenly and let sit for 5 minutes.

Cut your zucchini and bell pepper into thin bite-sized strips.

Heat your vegetable oil in a wok or large cast iron skillet over high heat until it shimmers.

Add your marinated beef strips to the hot skillet and cook for 2-3 minutes, stirring frequently, until the beef is browned and cooked through. Transfer to a plate.

In the same skillet, add your zucchini and bell pepper strips. Stir-fry for 3-4 minutes until tender-crisp and lightly caramelized.

Return the beef to the skillet with the vegetables and toss everything together to combine, about 1 minute.

Divide steamed rice between two bowls and top with the beef and vegetable mixture. Sprinkle with sesame seeds and chopped scallions before serving.
